It started, though, when I did a repair on this "DISM.exe" and installed/updated AMD Adrenalin Edition because I was following this tutorial due to my TS4 game looking all color-bit and glitchy when not playing in DX9.
My laptop supports DX11, and installing the AMD thing did the job - remove the glitchy screen - but it begins this issue of audio warbling whenever I play an audio of any kind. I briefly uninstalled AMD Adrenalin Edition, and the problem seems to persist.
