When I resell my laptops, I generally perform a clean reinstall of Windows, boot to the OOBE, create a local account called "Owner", then install drivers and Windows updates. Basically, the bare minimum to show the buyer that everything is in working order. If they wish to use the system as I left it with the "Owner" account, that's on them. Same as how they're welcome to reinstall Windows again themselves.

Depends on how the manufacturer built the recovery partition. The only thing I trust to fully nuke a storage device is writing 1's then 0's (or random data followed by 0's) for HDDs, or using an SSD's Secure Erase function. Anything else leaves too much to chance / is a liability.
