the user seems to be corrupted (atleast i cant change the pin which it asks me to do.) and whenever i try to make a new user in cmd it just doesn't appear at the log in screen

it doesnt "recognize" /Restorehealth, SFC /Scannow tells me something is corrupted and that it was fixed, but a restart is required. after the restart the user still doesnt work and doing the scan again shows that theres a corruption again.

same for cleanup-image

Maybe, it could also be the fact that when I opened my laptop this morning the battery was dead, but when I looked at those recovery points earlier it showed an update happened about half an hour before I tried starting my laptop. I did use that recovery point though and it fixed nothing

Aio pros vs cons.
Pros:

• doesn't spike in heat
• looks better
• don't need great airflow in the case to get good temps
  Cons:
• dies in 5-7 years, sometimes less.
• you need to replace the whole thing if the pump breaks or if it gets clogged
• water slowly permeates and you need to refill it, but they don't make them refillable...
• slight slight chance to break everything, but unlikely
• noisier due to the pumps

Basically the bios most likely doesn't support your CPU without updating it and your motherboard supports updating it without a CPU
