yes its considered better if your trust your card and an aio will last as long as you think it will. I generally have a mind set that aios will die faster than anything you can get in a computer part. Thats why people tend to buy a air cooled card and if they want water cooling take it apart and put a custom water block on their cards

i've got no idea what that comes bundled with. you might be able to change refresh rate in there. if not i'd try installing the radeon drivers from amd's website. it'll autodetect your gpu for you. after that's installed and you restart you should be able to change refresh rate

you likely need to flash your bios then. you're using an am5 processor on a motherboard that came out during am4
