If clearing the local dns cache solves the problem, then the issue is that it has an incorrect entry.

How did it get an incorrect entry? One of the ways is to have stale data, but that would likely only happen if discord is changing their dns records and would likely not happen over and over again.

So how does a given PC keep getting the wrong IP for a domain name?

It could be a bug in discord that is giving it the wrong name to query--but then clearing the dns cache wouldn't do it.

Somehow the computer is getting a bogus IP for that name, and the IP for that name in a different geographical location could be the culprit
