lots of people do sell kits that let you take apart an existing GPU and put water blocks/lights/fans on it. Sometimes people make their own parts, but that requires a good machine shop/garage. Some people even modify the PCB to create abominations like 48GB 4090Ds and 800W overclocked cards... in theory it's possible to engineer your own PCB and then slap a used core onto it but AFAIK nobody's ever done that. And it's pretty much completely impossible to make an actual GPU core
