How do you identify that a driver is without a seatbelt? Do you need some form of reasonable doubt? Do you have to witness them actually moving excessively to pull them over? Or do you pull them over for something else and then notice they don't have a seatbelt on, even though they could have had it on before they pulled over?
The only way this works is if it's purely an additional consequence on top of something which can be objectively proven after the fact, such as analysis of an accident and injury.
(Side note, I always wear a seatbelt and expect people to wear them as it's almost always in their best interest to do so. I don't agree with the very open-ended nature of flagging and enforcing seatbelt violations whatsoever.)

No, but rather that identifying whether or not someone is wearing a seatbelt or not requires an unreasonable amount of attention/suspicion most of the time, unless the person is making it very obvious. It's not super obvious whether seatbelts are in use or not, between basic obstructions like vehicle pillars, interior colours and the colours of the belts, clothing, body size, and seatbelt position, etc.
This isn't something that should be a you vs the cop situation. It's complete nonsense. There's absolutely no reliable trust system there.
Do I think you should be held responsible in the event of an injury that's due to the lack of a belt? Absolutely. Proactively trying to find and punish people for something so naturally uncertain, though? Nah.

It triggers multiple EC units to adjust intake and boost, advance timings, adjusts exhaust note in many models (either by valve or via the BMW ASD), and adjust transmission shift patterns.
It also is typically followed by a higher-than-usual fuel dump during coasting to cool the engine afterwards.
If it's equipped with a DCT, it gets even wilder as it has to play with the fuel cut a bit during the super hard shifts.

My neighbor put a fence up for their dog (which ironically died like 8 days later...) and while they did it properly by having a survey done, they did not ask/mention to me at all... which is kind of ... aggressive. I have a 48" ride on tractor and can no longer fit between a pre-existing tree and their new fence.
