If the tailgate is used as a ramp it should be fine to be used as the load floor.

Depending on the weight you might not even be able to drive it with a regular license 
The system in Europe and Germany is quite flexible. Its possible to get a plate for very ridiclous vehicles..
U just need to get the right classifications.

Up to 3.5 Tons empty mass is allowed for the "regular license"
If I need, I simply go up and do the license to drive 7.5T
If you need a C license it's basically a semi truck, idk if you can get a dual cab thingy registered as a semi
