A car I'd easily recommend is a early 2000's Lexus es300. Decent power, fairly luxurious, and pretty cheap. It uses shared parts from the Toyota Camry, such as the engine, so it'll be pretty reliable also.

When your engine is cold the rings are smaller which lets air get past them. So the fuel doesn't always ignite causing rough idle while cold. Once the engine is warm the rings get bigger and seal better. All engines will run rough in really cold weather for 10 - 30 seconds
