LHR was added to cards to create a market for nvidia's mining specific cards, it wasnt "to help gamers get gpus", it was 100% to help nvidia sell more gpus

and since nvidia has shareholders that they legally have to do what is best for... LHR is a thing now and its here to stay

to do a "real" speed test, go to a linux distribution that has a large ISO download, and download that iso, that will give you a better idea of your real world downstream

fun thing too on the toyota corolla I think 2006 model, the gear shifter locks when there is no power so we had to use a screw driver to put it in neutral
