Windows 11 install (created using media creation tool) is immediately telling me to "Install driver to show hardware", which Googling is showing me pertains to Intel Rapid Storage Technology, usually. It's a gen 3 m.2 ADATA, the other a WD_BLACK 850X. I've tried disabling secure boot, but it just always goes straight to that screen. Windows still boots fine (what I'm typing from now), everything but my missing bluetooth since 25H2, so I was hoping to do a refresh.

Out of the box, you don't need to do all that. The core CMS (with no plugins and a basic text only theme) is performant as most other equivalent CMS's so long as you run it on performant hosting. (Shared hosting environments can be good, but you mostly get what you pay for...)
@acoustic pond is succinctly correct here - the main reasons WordPress, Joomla, Drupal, or other CMS's end up being non-performant security nightmares is users who don't know what they're doing, either due to lack of education / understanding, pure ignorance, or a combination thereof.
Same thing applies to using an Operating System, or heck, doing certain things in real life, like doing maintenance or modifications to a vehicle. Example: just because you can purchase and install a hardwire dashcam power kit doesn't mean you're qualified to do so, unless you like airbags killing you.

All that said... given enough time, I'd rather use something built on the Laravel framework. The invoicing platform I use is Laravel-based; it's fast AF (even on bargain basement shared hosting) and is designed with security in mind from the start. You have to try hard (or not know what you're doing) to make it insecure.

i gained 100fps in cpu heavy games and about 20-30 in gpu heavy games by switching from i5 11400f to i5 14600 while keeping the same gpu

you are also leaving a lot of performance on the table though
