Higher FPS will start hitting the CPU harder, since the CPU has to send commands to the GPU for each frame. You can use a tool like AMD's OCAT to have an overlay display utilization info while you play

Try setting g-sync/freesync if your monitor has it or an fps limit so it doesn't max out your cpu. As tempting as it is to use unlimited fps, it's not actually worth it

When doing a userbenchmark test its saying my gpu is underperforming. When i first built my system it was saying Gaming is at around 95% for the results. Now when im doing it its saying 60%

Or any other legitimate benchmarking test. Furmark, Blender renders, or actual games.

Also, just because something is underperforming doesn't mean it matters. Is it delivering the use you need? Then who cares?

Screen tearing is normal when you have an overpowered PC.

You either need a g-sync monitor, a g-sync compatible monitor, or a free sync monitor, depending on your GPU. And then you need to configure that as well

Switching to Windows 10 is going to fix none of these issues lol, this is all part of building a computer.

First thing I always suggest is checking your power settings in Windows settings. If it says "Recommended," it tends to run like garbage, even when plugged in.
