its because they pay for bandwidth on the backbone networks, when they say "unlimited" they mean "we have calculated what the average household uses in a given month, and buy enough to cover that" as well as buying wide enough peak bandwidth to cover say, 100 people to be connnected to a single box on a single street, but sell that to 150 people, assuming that all those people wont ever be online all at the same time all using maximum usage, all at the same time... on top of all that, they have monitoring going on at all times and throttling to make sure not just you, but everyone on your street, doesnt go over the streets allocated bandwidth and pipe width
