It's possible to exceed that limit to some extent using components and materials that exceed the USB-C spec requirements, but I don't think 1.8m is likely to work on all devices under all conditions.

You don't need an active cable if it's going to be 1m or less. Just look for USB-IF certification.

USB 4 is actually fairly well supported by laptops of the last few years and the most recent desktop platforms, but you've got a USB 3.2 gen 2x2 SSD. You'll be limited by the lowest speed among the device, the host, and the cable. Backwards compatibility is great on USB, but USB 3.2 gen 2x2 is the only one that is optionally supported by USB 4 hosts. Macs and Intel TB4/TB5 hosts chose not to support it on their USB4 host controllers. The ASM4242 USB4 host controller used by AMD devices did decide to support it. There are also USB 3.2 gen 2x2 ports on many Intel and AMD motherboards

cat7 is not a recognized TIA class of RJ45 cabling, a legit cable at that level would be rated class F. Being rated to a non-existent number is massive red flag for shit cable. Very often what you'll get is actually rated to cat4 or cat5. At best cat5e. The next TIA standard up is cat8.1, which is for 40GbE over RJ45 which just doesn't really exist in any meaningful way.
