In the timespans we use graphics cards for you won’t really see a difference between a sufficiently cooled gaming card and a sufficiently cooled mining card

I'm just gonna simple it down, with solder what connects the different parts of the gou together it does not like going cold and hot and cold and hot like most metals, so when your mining you tend to mostly only ever be hot while gaming you bounce between high and low load, and one of the most common way GPUs die is due to that.

I am trying to decide between the Lenovo Legion and Asus SCAR 18 inch flagship models. And it's difficult. I feel like Lenovo has a tendency to deliver a higher quality product, but the Asus model beats it in all the things I personally care about ON PAPER.

The only reason to consider AMD or Intel is if you're fine with getting second to third rate software support in rendering loads (in Blender and the like) to none at all with ones that are vendor locked.

This was about as within reason I could get of the top end of your budget for what you want to do.

4k editing and doing things with AE comes with a bit of a catch and I also couldn't even get you anything Nvidia within that range where the price even fits either.

Yes... And no.
In terms of compute and fx performance, it is a lot better.
In terms of price and standard editing speed, it's... Kind of tied up or only marginally better.

Then when you get to price, things get... Kinda wonk and then when you come down to value, even with video editing in mind...
7900 GRE still somewhat wins out.

If this was a 9070 XT or 7800 XT, then yeah, it would go in the 5070's favor.

Here though, the GRE makes more sense and is a significant upgrade over what you already have.

Those are literally in AMD's top-end class of cpus and they do NOT come any lower in price unless you can nab a sale or something. I don't know of any going on right now, so the street price is all you're gonna get.

Also, the only times you should be bothered with having a manycored cpu is if all your encoding and rendering is in software only, not on the gpu.

If you don't use your gpu for encoding, your video quality is expected to be higher than normal, or you're just one of the types who swear by software encoding as the hill to live and die on (respect to them though at the core point though since that is the best for quality), then yes 16 or more would make sense.
