depending on what settings you are using, your cpu needs to do a lot of work for some of them, it needs to do a lot of work before the gpu does anything at all.. it could also be as sim said, background processes eating up cycles, it could also be that your cpu just isnt enough to run the settings you want to run

turn the settings down, see if the stuttering goes away, and keep an eye on the usage of both the cpu and gpu when you change each individual setting on its own

you will eventually narrow it down to 1 or 2 settings that make the most difference to the cpu usage, and then you just bring those down
