Your CPU won't get colder than the ambient temperature in your room unless you do something eccentric like hook it up to an AC unit.
Which means unless you keep your room below a cool 53 degrees Fahrenheit, there is a problem with the temp reporting.
While this could be a software bug, it's also possible that there is a problem with the temperature sensors with in the CPU. This would mean that the CPU could overheat without knowing and cause damage to the chip.
After reinstalling Windows check the temps again. If it shows the same discrepancy, you could try re-seating the CPU, but if that doesn't work the best option might be to try and RMA it, if it is still in warranty.
You can also try checking the Temps in the BIOS if it reports that. I know some motherboards don't
