If you mean the temperature limit in which the laptop shuts off? You can't, or it'd be inadvisable.

If you want to improve temps, and have the effort and patience for it - I'd go liquid metal.
If you don't do any heavy gaming, and can tolerate a performance drop, go into Power Settings on Windows and set your Max Processor State or something like that. It'll limit what the CPU clocks up to. I did this on my Asus TUF and it ran around 10-15c cooler, and I only saw an FPS drop in games by...5-20 (20 at MAX, still above 100FPS though)

if you're going for a 9800x3d, ATP i'd recommend grabbing 64gb of ram

just to be super super sure you won't run out in the future
