for the nas to unzip the file server side, you'd have to have some sort of command over SMB to tell the nas to unzip the file

that does not exist, so therefore it works by the client (the computer 'initiating the unzip process' in this phrasing) downloading the zip, using local cpu and ram to unzip the file, then uploading the output files to the nas

so that's why your statement works for local drives but not for nas

if you are gonna go with the reinstall I highly recommend you boot from install media select trouble shoot then command prompt

and use diskpart to issue a clean command

your top slot is generally connected directly to the cpu, rather than going through the chipset. and most boards with a gen4 top slot, have a gen3 2nd slot, or a gen4x8 second slot.. but... that being said, modern cards are designed to use all 16 lanes, but very inefficiently... they dont use all the bandwidth of each lane, they dont use much of any of the bandwidth of any lane... so... to answer your question.. no its not the end of the world, but its also not ideal, because of how cards are made, because people wont accept an 8x card is as good as a 16x card
