it depends on what is being textured... if its a large piece of scenery, and the texture isnt flat, a 4096x4096 texture could be rendered entirely natively, just over a distance, so you may not see all of it at once.. and that is a "4k texture" according to a game and its engine.. but what most people think a 4k texture is, is "the texture set that gets used when you choose 4k resolution", which could still be anything down to 64x64 up to 16k textures... but thats the same for any resolution texture set within a game.. most AAA games will generally come with 2 sets... 1440p and below, and "above 1440p".. but many textures may also be shared between them
