the booster has just enough fuel on landing to turn the engines back to full power and point the booster towards the ocean, moving it away from the tower, and crashing into the shallows near the launch site, so it can be recovered with a dredger later on

they dont want it to explode at the tower, because the tower takes the longest to rebuild and recertify

theres always a new ship, and theres always a new booster, in production, but a new tower means starting from nothing ,every time its broken.. which is part of why there was such a huge gap between test 1 and test 2
