Well for pc, heating is like noise. Virtually all of it, if not actual entire thing always is zero relevance to usage of machine. Reversely, entirety is there as some mechanical consequence. And honestly, heating is truly like noise: you remove all of it until you reach physical limit of no heat at all. But here, it's impractical or only possible in theory at some point. You can stop removing heating exactly when you hit the point where it radiates to stay at equalibrium. Thats with whatever cooling youre using
