its the bandwidth of the memory, depending on the cpu you use it can handle higher numbers, which mean faster speeds... and the CL number is a rough idea of the latency, the lower the better... but almost nobody, in general use, will notice the difference between 6400 CL30 and 5400 CL40

if you are working on it, ie. professional video editing, or software development, or anything else that is happier with faster ram and lower latency ram... then it starts to make a big difference... but in gaming, it rarely makes any difference outside of measurement error

your motherboard will be validated to a maximum amount of ram, and maximum speeds, you can look that up... your cpu will be validated to maximum speeds (but can usually go a bit higher)

Cpu had virtually no effect on it from what I recall. It was just widespread issues with trying to run them on varying installs with various gpus from as old as RX 500s and GTX 900s to current stuff like the RX 7000s and RTX 40s. It's all fixed now via driver and game patches, but the cost was being able to fully unlock the performance and framerates available to your system.
