In my eyes its probably a reporting error, if the cpu is staying cool, not drawing much power, is at low load, and is running fine.

Avg clock isn't 5100, prob a reporting error for the other sortwares.

Some reporting error somewhere, maybe try reinstalling software for the other places that report 5100 if it bugs you.
