It causes the computer to actually shut down. A normal "shutdown" when you have fast boot enabled doesn't actually turn your computer off. That's what makes it boot fast, by not fully shutting off.

That sounds horrible. There is always the on/off switch on the back of the PC/PSU.
Or you could get one of those radical power strips that has an on/off switch on them.
Unfortunately the power strips on/off buttons LED usually glows, so you're just moving the problem.
