TLDR; The 3nm process node that the A17 Pro, M3 series, M4 series use an older node in the 3nm family that has difficulty reaching the voltage levels for performance and efficiency that both TSMC and Apple were not happy about (since the voltage had to be raised to actually achieve better performance then last generation.)
