You're definitely a victim of ISP shaping. Turn on Secure DNS and set the provider to AdGuard DNS, switch to 3g (if your crummy iPhone can do it, if not, get an Android, they're cheaper, better, and their Chrome isn't just a skin of Safari), and turn on data saver.

If you use their DNS, it's slow as bread and they can abuse it by slowing your internet down depending on what websites they blacklist or block it entirely on their DNS claiming it's not safe or legal. I've came across that problem before and I fixed it by changing that one setting. Changing it encrypts the names of sites you visit and certain DNS services can also block ads (e.g. AdGuard DNS) or corporate services like Google, Microsoft, or Reddit (DeCloudUs).
