Nothing necessary wrong with the AIO cards, just their maintenance over their lifetime is technically more than an air cooled card. An air cooled one you just dust out. A water cooled one down the road you might have to fiddle with adding coolant, or the possibility of a pump going out

if the file structure and not the usb itself is damaged, recreating it again as a windows installer is a good way to go about it

and if it fails on redoing it as a windows installer then the usb drive could be damaged via a surge happening

Have a look. The fans might be on zero RPM mode or the fan profile is too low to cool your card down which is making the bracket and surrounding area absort all the heat being producted.

Do you have Adrenaline installed? If so, head to Performance>>Tuning

You can get some cheap fans for the front of your case, you don't need to spend too much. I wouldn't recommend pushing your GPU too hard until you get them, though.
