Miscommunication is certainly a thing that can be the cause buy I can't for sure say it's the cable's fault. Try also what bizzehdee recommends

failed negotiation is a known bug in windows display management. and it gets stuck in an invalid config, so sticks at the lowest possible output... and to fix it, you fully power off the screen

Why go through the extra step of taking a picture? A proper color card is gonna have a matched digital image that you can compare against. They'll usually provide a list of hex codes too

if you have a devkit, you can run a lot of windows CLI software as-is, so I bet they could do that if they wanted to

main problem with it is that currently you need a proper devkit, and games are licensed to the platforrm

Brother is getting a 1070/3700x/DDR4 32 GB Cl16 with 6 TB of SSD storage as a Hand me down while I build my 7800x3D/4080S/64 GB 6000mhz system.
For a while I was hesitant to upgrade the video card cause today’s cards are pushing 3 slot (slot 4 was occupied) by a distinct Games Drive).
Slot configuration now really acknowledges now that we left the multi GPU era and getting 3 and 4 and 5 slot cards
