Most people are gold and below, and you probably need to be in diamond+ lobbies to feel the difference going from 144hz to 360hz. just like wooting's rapid trigger, low ranks don't even know how to properly move, they don't get the benefit of stop moving a split second faster than a normal mechanical keyboard, nor are they mentally prepared to shoot. Maybe only diamond+, or the top 10% can actually make use of the slight advantages.
