The answer is 'sometimes'. Some consumer laptops still have an easily-accesible cmos battery that will clear your bios, but the more business-y the laptop is, the more likely it stores bios settings in non-volatile memory and won't get cleared even if you find/remove the cmos batt.

Well yeah, but also no if you're not keen on playing a die roll with silicon binning for those.
While uncommon, it's possible to get a bad die 5900X like two acquaintances of mine did.

Get a semi competent board and 32GB DDR5 and you should be able to pop in a new CPU in 2-4 years and get a decent uplift for lower cost
