i used to do building conversion consulting many years ago

so yeh i know exactly what needs to be done

the two big issues are plumbing and fire safety

once those are addressed, you need to look at HVAC and tie that into the fire safety program

some buildings have to shut off their ventilation in the case of a fire or risk pumping the smoke everywhere, and feeding fresh air to the fire

then theres like chimney effect and so on
