You didn't specify what form factor but assuming micro ATX, the deep cool matrexx 40 is a great option, it's like $50, has good airflow, and has a tempered glass side panel

When things boot up they tend to draw a lot of power, along with inconsistent sun coverage will cause random changes in voltage and the amount of panels you'll need to have would be a good amount since he is in Vancouver B.C. and at best would be able to do it during peak summer months.
