You'll need to allocate a lot of that budget to CPU, if you plan on building a pc. Intel core i7 12900k seems to be a pretty good cpu for premiere pro, according to my research. For your gpu, don't go with amd for video editing as they're still a long way to go editing-wise and productivity-wise as compared to nvidia. Maybe an RTX 4070 would be good if you can fit it in there. You'll need atleast 32gb ram, and probably choose a big hard drive or two.

Each one of these has to specifically be programmed for and is part of what makes porting software to different platforms a nightmare. WINE is a massive fucking project adding a translation layre for windows NT apis to run on native linux apis but is still imcomplmete due to the magnitude of options

Yes, and meanwhile with said vulkan mod (which I have used myself), it breaks the game very easily if you try to also load it with literally any mod at all into the same folder.
Some managed to get around that, but not everyone can and it's weird trying to figure out what does or doesn't crash the game immediately upon loading.

Well, the Folia project proved this to be the case, though the catch is:

  • It only makes sense for large servers with a playerbase above the maximum limit of a standard server.
  • If you're running vanilla only as it breaks most plugins, so only SMPs, anarchy, skyblock, and such types of servers could actually stand to benefit really.
  • It's also mostly multi-core optimized of a PaperMC fork and works best the more physical cpu cores it has to work with.
