VRMs look entirely different, chipset looks like its in a different place, so would be wired differently, socket is in a different position compared to ram, so ram may clock differently. i would suggest they are not identical at all

the vrms look to be a different brand, so would function differently under different conditions, the msi board also has many more smoothing capacitors around the VRMs, making its power delivery theoretically much more stable. the placement makes a huge difference on memory timings that you would get, the socket placement in relation to the pci-e ports makes a difference to how well your gpu will perform. the RTC is in an entirely different part of the board, which on its own is nothing, but depending on where the EEPROM is for the bios, you could potentially get corrupted bios's more often if its too far away

depends on what ur gonna use it for really the encoder on the older amd gpus are essentially dead its fine for most kinds of gaming I had a rx 470 before that worked fine on most game titles on medium-high settings the only reason id get the nvidia 1660 super over the rx 580 would be the encoder nvenc is much better but if its just for gaming and its a 60 dollar difference then id go for the rx 570 or 580

I'm saying that W11 and W10 updates work for a great many people. I'm saying that "I cannot download the ISO from the MSFT CDN" is sus hell and points to some problem local to your configuration.
