The issue was so fucking stupid

If you have a binary file in the root of your SD card it will treat it as a firmware and flash it. I just so happened to have used a micro SD card that I had lying around and apparently I had a binary file in the root directory already; so when I put the card in it flashed it and soft bricked my printer, I downloaded the official firmware and put that into the root instead and it just fixed it

Yes, the CPU depends on the Management Engine to do some initialization and the M.E. firmware is corrupted or the incorrect version so the CPU timeouts after 5 minutes of waiting for the ME

@gusty gorge Go into the BIOS and go to the Performance menu and then set Multicore support to disabled and then Save the BIOS settings (this will prevent it from depending on M.E. initialization and rebooting every 5 minutes)
Next go back into the BIOS and the Maintenance menu and then BIOS recovery. You should then be able to use an USB thumb drive is the latest BIOS firmware to recovery the firmware so that the corrupted ME firmware is fixed. If you do get it fixed then you can re-enable multicore support.

If that doesn't work, you can always call Dell for .... "support" :P

Well first go is harbor freight, whatever is cheapest. If I need it another time or the first one breaks I typically look at hilti ryobi or the top line stuff harbor freight is selling. At one point I liked porter cable. I swore by many brands over the years but at this point you have to put together a research paper on the specific tool you want because supply chains and logistics and have no idea if they are good or not.
