yeah off vpn, depending on where I'm downloading I get 2Mbps, on vpn it's more like 80Mbps

that's after I changed a setting to make it faster. used to be stuck at 6kbps for some sites off vpn, and 25Mbps on

no it's their network. A few times I got in contact with a high enough level support person. They'd "reset" my modem on their side, and I'd get the expected speeds. After some time, the throttling would come back
