The 6700XT is ~ 220W max and the 10400f is like 65W so yeah 400W psu would probably work well, if you want you can get one with higher wattage if you intend to upgrade parts in the future but it would only be so you can reuse the PSU for future builds.

If its in your budget (and fits in your case) the xfx speedster is a solid model. Not the cheapest but 3 fans and i believe 12gb vram, and far from the most expensive.

Speedster will be quiet if you tune it with the long shroud and 3x fans. Just make sure itll fit in your case first
