14th/15th gen were supposed to be the new socket/process/chipset. But theres been lots of rumours 14th gen (ie meteor lake) is going to be mobile only now. If this proves to be true, its likely that 14th will be 13th refreshed and 15th will be Arrow Lake as planned, probably with a refresh for 16th gen before moving to what would in this scenario originally have been 16th and 17th gens on another new socket and process.

Theres been one or two in that time iirc that went 3 generations, but yeah, otherwise its been 2 at most. 14th/15th could even be a single generation if the rumours of desktop meteor lake being scrapped prove to be true.

designing the socket to be able to support more future upgrades (ie by having more spare pins, which is why Socket 1700 is actually Socket 1800 as there are 1800 pins, which is what makes 13th gen work) in the first place would be a better move and still allow for new tech. We don't need much beyond Gen4 for pci-e and the only other upgrades would be things like USB and memory, which could be done with a chipset revision.
