yeh there are different level of nuclear waste, the hard stuff the actual spent fuel pellets are your hard waste, the liquid waste is probably the water that was used inside the reactor, which while it will be radioactive from ionization, that is a relatively short term issue which will die off in like 50 - 100 years and far less serious than the actual fuel spent fuel pallets.

After that it can either take Uranium or spent fuel directly without processing.
