Actually, I don't know if you've looked at Moore's Law Is Dead's most recent video - but the low performance comes from the chiplet design and the laptop (thus non-chiplet) GPUs are trouncing Nvidia right now, so it's really just the high end that's having troubles...

And that's if they can find a fix for what forced them to put a hard-cap on the GPU's performance to avoid artifacting.

Mining isn't actually that stressful on cards, maybe less than gaming actually - and mining cards are going for cheap. As long as you ask to see the card working and they say yes, then it should be fine. Plus, buyer protection is pretty good now on Ebay so even if the card breaks, you should be able to get refunded - and if not, you can always buy something else like a 6700xt with the money you saved.
