There are other things to look out for because sometimes your CPU is only bottlenecking everything when there's not enough VRAM idk. So if a game like Rust which uses VBOs for instance has no more space in GPU, the only way the developer themselves can at least keep the game from crashing is by falling back to a software implementation I guess

So you can have a CPU bottleneck but it's only because the game itself isn't intended to be running that way. It's just a safety net for missing features or going over some limit in GPU.

So in that case, the GPU is actually the bottleneck. The CPU is merely trying to deal with it. It happens and pretty sure Rust is one example
