ok. I have a conundrum, and it's actually tech related. I doubt many here have the capacity to understand this, never mind help, but here we go.
I have a HDMI 2.1 switcher and scaler - it can scale 4k120 to 1080p120. It doesn't explicit control over that, it goes by the EDID. I have a Razer ripsaw X which CAN capture 1080p120, but due to the way the EDID is expressed, the scaler doesn't downscale it (presumably because it DOES support 4k60).

Given this, I need either an EDID emulator which has a 1080p120 mode, or a programmable EDID emulator.

The unfortunate thing about this is that an elgato capture device actually has an adjustable EDID. I'd like to solve this for less than $100 AUD. Given my situation, does anyone have a solution?

No, no CPU that doesn't have the K, KF or KS suffix can be overclocked. But it also isn't necessary. The 5600G won't reach the 12100F even moderately overclocked. If you have a cooler that can overclock it to the point it performs better than a 12100F, you'd be able to just afford a 12400F
