Not always. A well-designed game can use 6dof interaction without requiring it. Being able to use yoru head to look around the environment without having to be the character in 1st person with hand controls is also something that should exist.

It's important to remember that games come in all varieties, and become a specific thing only when you add those categories to it. Games aren't inherently anything in particular, they can be anything as long as they're fun. So in the realm of VR, if it becomes more widespread as the medium for casual gameplay, the games for it can't only be immersive.

We're also getting closer to AR being a much bigger thing, so there's a good chance that games of all kinds will be incorporated into 3d space, and while those games might involve you either using your hands or body to control them, or a controller or other device, they aren't going to only be immersive games.
