I’ve also ruled out the game being the issue because this happens with freezing my mouse cursor animations in the base OS whenever input is detected

I mean you can do whatever and you won’t notice a difference, however because the bottom pcie communicated to the cpu through a chipset, there’s an extra step of communication that leads to more latency/worse performance

Although as I said, you won’t really notice it if you plug your cpu into the bottom unless you have a bad motherboard

Yes it can. Not as well as your local network just due to the way internet works. But youll be fine if you just need to access your desktop

You could get by with an 850. But you shouldnt skimp on a psu, especially with that hardware. Youll be better off getting a 1000w or better if you can afford it. Itll give you some breathing room for extra hard drives or other expansion, along with giving you a slight buffer for any future upgrades
