Patch 1.61 came out about two or three weeks ago, and generally decreases fps due to civilians being able to hold items and umbrellas while walking

Turn off camera motion or you'll feel sick, make sure weapon sway is not on-camera

Luckily, at the same time they introduced FSR 2.1 which marginally increases FPS
