I have not looked at the 6700xt, but for the 3060ti you can find 3 fan and 2 fan versions, so depending on if you want it to be more quiet you can go for the 3 fan version, or save some money and get the louder 2 fan version.

But really it doesn't matter, get the one that looks the nicest, or the cheapest.

I think the only thing I would change is the cpu cooler

4100 has a stock cooler

Id prob either get more ram with that money or more storage

Daily drive it myself, it's a fine browser, I just like how it looks

Functionally, it really isn't much different from any other Chromium-based browser, its unique features really boil down to how you can customize the way it looks and the CPU and RAM limiter.
