This combined allows the XTXH model to be around 5-10% faster than a regular 6900 XT(X), at the expense of a higher power draw.

There's a lot more to it, and just because a mobo has a 16x slot doesn't mean it's 16x

I just got a new B550 board, and it physically has 5x 16x slots on it. But only 1 slot runs at 16x.
1 is 4x
3 are 1x

Also, the 4x, and 1x slots, as well as the second M.2 slot, all share bandwidth from the Chipset. Not direct to the CPU.

A normal consumer CPU has ~24 lanes:
16x GPU
4x M.2 NVME
4x Chipset: Split out to SATA, USB, extra slots, extra M.2, etc.
