There's a lot in genes that has to do with it. Like somebody who grew up with smoking parents will be predisposed to lung cancer, but they can help with that by not smoking any further.

No. Increase the amount of times you blink, and adjust the distance that your eyes are focusing at often. That is what helps with eye strain.
