Yes, to an extent. You can pick exposure time, but it uses context analysis to detect what you're photographing and limit the max exposure time, but the absolute max is 30 seconds. Third party apps let you force any exposure between 1-30s

For example: Eurostar runs 4 900 seat trains per day, there are over 50 direct flights from Eindhoven Airport, Rotterdam-The Hague airport and Schiphol AirPort
